Seoul accused Pyongyang of sending "what appeared to be propaganda leaflets" across the border into South Korea early Thursday and issued an alert urging residents in a frontline province to stay indoors.

"Unidentified objects, believed to be North Korean propaganda leaflets, have been spotted in the border area of Gyeonggi and Gangwon provinces and the military is taking measures," South Korea's Joint Chiefs of Staff said.
"Citizens should refrain from outdoor activities, not touch any unfamiliar objects and report their existence to the nearest military base or police," it said in a statement sent to AFP.
Authorities in the northwestern province of Gyeonggi sent text messages to residents late Tuesday with similar instructions.
The two Koreas remain technically at war since the 1950-53 Korea War ended with an armistice rather than a peace treaty, and are separated by a heavily fortified border that includes the Demilitarized Zone.
South Korean activists sometimes send balloons carrying propaganda leaflets critical of Kim Jong Un's regime and money towards the North.
Such launches have long angered Pyongyang, which on Sunday warned of retaliation in a statement carried by the official Korean Central News Agency.
"Countermeasures will be taken... against the frequent distribution of leaflets and other materials by the south side near the frontline areas," said vice defence minister Kim Kang Il.
