"We want 30% of the service time to be recovered in the first year and the whole process to be concluded by the end of the legislature", said the FNE Secretary-General, Pedro Barreiros, at the end of the first negotiation meeting to define the rules for recovering the six years, six months and 23 days of service frozen during the Troika.
At the meeting, the government guaranteed full recovery within the current legislature but at a rate of 20% per year. Speaking to journalists, João Barreiros said that "the proposal has positive and less positive aspects"
The FNE wants 30% to be recovered this year, but guarantees that it is in this negotiation process with a flexible spirit, expecting to submit proposals for amendment in the coming days so that the Ministry of Education, Science and Innovation (MECI) has time to analyse it until the meeting on 13 May.
Pedro Barreiros told journalists that he expects the new government proposal to include the FNE's suggestions so that the process can be closed at the meeting scheduled for 21 May.
For the FNE, it is essential that the diploma with the rules for recovering service time is published by the beginning of July and that it binds any new governments, he added.
"Enough time has been wasted. It is important to resolve the issue as soon as possible. With more or less approximation, it is important to be concluded so that we can start to enjoy part of the frozen time", defended the representative, welcoming the fact of remembering that it is also necessary to take into account.
From the government proposal, the FNE also pointed out as a problem, like Fenprof, a possible revocation of the diploma known as the career accelerator, which was created by the previous team of the Ministry of Education so that teachers could advance more quickly in the echelons.
At today's meeting, the FNE also asked for urgent meetings to be scheduled to address the problems of higher education and educational support staff.
After the FNE delegation left, the MECI team received the remaining 10 union structures representing the sector, in a meeting that is still ongoing.
