Disciplinary proceedings against police officers fell by 22% last year
The disciplinary proceedings opened by the Inspectorate-General for Internal Administration (IGAI) against members of the security forces fell by 22% in the past, going from 84 in 2022 to 65 in 2023, according to data sent to Lusa.

The data show that, despite this decrease, the number of disciplinary proceedings reached the second highest number since 2017 in 2023, when 38 were initiated, increasing to 62 in 2018, decreasing to 15 the following year, increasing again to 58 in 2020, totaling 41 in 2021 and 84 in 2022.
"In 2023, 20 inquiry proceedings and 45 disciplinary proceedings were initiated to investigate the circumstances of acts practiced by members of the security forces or circumstances related to bodies of the Ministry of Internal Administration", says the body that supervises the activity of the police, in a document to which the Lusa agency had access.
According to IGAI, five PSP police officers and four GNR military personnel were suspended last year and three inspectors from the former Foreigners and Borders Service were expelled.
The disciplinary dismissal penalties were applied to the three inspectors of the Foreigners and Borders Service sentenced to nine years in prison for serious aggravated offense to physical integrity, aggravated by the death of Ukrainian citizen Ihor Homeniuk, at the former SEF facilities at Lisbon airport in March 2020.
Last year, IGAI also applied a penalty of reprimand to a PSP police officer, the lowest penalty, which consists of personal reparation for the offense committed, made in writing and communicated to the offender, according to the PSP's disciplinary regulations.
That body led by Judge Anabela Cabral Ferreira also closed 11 proceedings last year.
Compared to the numbers for 2022, the body that supervises the activity of the police opened eight fewer disciplinary proceedings last year, as well as the penalties applied, which were nine less in 2023.
IGAI also highlights that the total number of pending proceedings in this body "decreased drastically", from 1,389 in 2019 to 464 in 2023.
IGAI's mission is to ensure the audit, inspection and supervision functions of all entities, services and bodies supervised by the Ministry of Internal Administration.
