European Climate Pact calls for transposition of renewable energy directive

The European Climate Pact has asked the Minister for the Environment and Energy, Maria da Graça Carvalho, to transpose the European directive on renewable energies, arguing that it resolves one of the country's main obstacles to production for self-consumption.

The directive in question was approved in October 2023 and establishes that renewable energy projects up to 100 kilowatt-peak (kWp) of installed power must have their licensing completed in less than a month.

"By requiring Portuguese entities to decide on the approval of renewable energy community projects within a month, this directive responds to one of the main obstacles that exist in the country for the production of renewable energy for self-consumption: the excessive time that the Directorate-General for Energy and Geology takes to approve the projects", said the ambassador of the European Climate Pact, Miguel Macias Sequeira, quoted in a press release.

The researcher also stressed that Maria da Graça Carvalho, being a former MEP, is well aware that the deadlines imposed by the directive can accelerate the implementation of these projects.

On the other hand, Miguel Macias Sequeira defended that "it is essential to create a line of technical and financial support" for the development of renewable energy communities.

According to data from the Directorate-General for Energy and Geology, cited by the Pact, there are about 700 projects for collective self-consumption and renewable energy communities in different licensing phases, "which drag on for long months and, sometimes, years".

The European Climate Pact will present this appeal to the Ministry of Environment and Energy at the Energy Democracy Conference, which will take place between May 11 and 12, in Lisbon.
