Improving the open primary process, more public housing policies or a national referendum on regionalization in 2026 are among the topics of the 25 specific motions that will be debated at the 14th Congress of the Livre.

The grand meeting will take place in the Pavilhão Municipal da Costa de Caparica, in the municipality of Almada, district of Setúbal, with the work on Friday being exclusively 'online' and only to close the congress regulations.

The political debate will start on Saturday and end on Sunday and, in addition to the election of the new national bodies 2024-2026 and the approval of the electoral program for the European elections of June 9, the members and activists of Livre will debate 25 motions "of a specific nature", dedicated to various topics.

One of the topics is the party's open primaries, an internal process that recently caused controversy and some internal discord in the choice of the top candidate for the European elections, the leader Francisco Paupério.

Improving the primaries is one of the concerns expressed by the three lists of candidates for the party's leadership, Grupo de Contacto, but it is also the subject of one of the specific motions that calls for the creation of a working group.

"With the main motivation being the constant search for the system that is most appropriate to our vision of the world and politics, we propose the creation of a working group to thoroughly analyze the previous primary processes of LIVRE, similar processes in other European parties, as well as using the most up-to-date scientific literature on this matter to prepare a new study on the Livre primaries that will serve as the basis for discussing this topic within the party", reads the text.

Another motion, which has among its proponents the deputy Jorge Pinto, wants Livre to defend in the Assembly of the Republic a national referendum on regionalization in 2026.

"The creation of a democratic regional power in mainland Portugal will certainly contribute to renewing the Portuguese democratic system, making it more agile and autonomous to the detriment of the current centralization and hierarchy, creating an intermediate level of political decision-making closer to the territory and the population that horizontalizes and mediates the relations between the central power and the local power", the text argues.

In the motion entitled "National Priority: Investing in Public and Cooperative Housing", whose proponents are the leaders Patrícia Robalo and Ana Luís Natário -- candidates for the leadership of list 'B' -- it is argued that access to affordable housing "requires a strong continuous investment in the coming decades in public and cooperative housing to increase the non-speculative housing stock".

The proponents suggest that Livre negotiate with the other parties in parliament measures in this area, namely "the way in which the private sector participates in the promotion of affordable housing through attractive tax mechanisms" and suggest "a more ambitious housing cooperative program".

Another text that will be voted on this weekend at the grand meeting has as its proponents the four deputies of Livre, among other leaders, and defends "full equality" in the party, reinforcing "actions for accessibility and internal inclusion that break down forms of ableism and gender inequality".

Among the measures, it is proposed to train leaders and employees on good practices of inclusion and accessibility and on gender equality, collaboration with activists and specialists, or even to ensure that the communication materials produced by the party are more accessible.

Sport as a "space for cooperation, inclusion, equality and freedom", the fight against hate speech, "more ecology in Livre's political action" or the creation of support programs for the exercise of journalistic activity are also among the topics of the 25 documents taken to the congress.
