Portugal Prepares Labor Agreements to Control Migration

The Portuguese Government is working on "labour agreements" with Portuguese-speaking countries, to identify labour needs, namely in agriculture, and thus regulate the flow of immigrants, announced the Minister of Foreign Affairs.

"In these 30 days" of Government, the authorities are trying to "have labour agreements" with Portuguese-speaking countries, said today Paulo Rangel about the regulation of migrations, during a debate promoted by RTP to mark Europe Day.

On the side of Portugal, the needs for workforce are identified - which are, for example, the agricultural units that need workers -, and "these countries are also doing this work, some of them are clearly totally available for this", he added.

This initiative, he added, "already regulates [immigration] because people already come with a job".

The Government will also check the way migrants will be housed: "It is one of the problems of agriculture and we know that it is urgent".

Paulo Rangel identified this measure as one of the instruments of regulation of migrations.

"Another way is an investment in the countries of the people who come, because if they are more developed, the flows are also more controlled", he defended, mentioning that Portugal has "a limited capacity", but the European Union (EU) "has resources".

For the head of diplomacy, in the agreements that it makes with third countries, the EU should not worry "only about trying to control the flows physically".

In his opinion, "there should be a great concern in creating conditions so that these populations settle", through cooperation for development, fundamental to "stabilise the resources, for the fight against climate changes in these countries, help them manage water, because there will be many climate refugees".

The EU "has economic capacity and capacity of relationship already established with a set of countries in which it can, on the one hand, reduce the flows and, on the other hand, prevent these flows in the sense that the people who come, already come with minimum thresholds of perspective of integration, thus avoiding being exposed to traffickers and even national explorers".
