Homeless. Mayors want a 'task force' to solve the problem in Lisbon
The city councils of Lisbon, Oeiras and Cascais want to move forward with a "task force" and create reception centers to integrate homeless people in the metropolitan area, the presidents of these municipalities announced today.

The mayor of the capital, Carlos Moedas (PSD), invited the mayors of the 18 municipalities of the Lisbon Metropolitan Area (AML) to a meeting to discuss measures to counteract the phenomenon.
However, only the mayors of Oeiras, Isaltino Morais (independent), and Cascais, Carlos Carreiras (PSD), attended, while three others -- Barreiro (PS), Almada (PS) and Seixal (CDU) - were represented by councilors or technicians who follow the problem.
At the end of the meeting, Carlos Moedas highlighted the agreement on the need for a joint intermunicipal team, which puts "technicians talking daily", to face the phenomenon.
The mayor admitted that the phenomenon is more expressive in Lisbon, but considered that "the problems that exist in the [Lisbon] municipality are also those of other municipalities" of the AML.
Carlos Moedas stressed that local reception centers are also needed in other municipalities, but that they work together.
To finance this entire plan, the mayor appealed for help from the Government and from European funds.
On the other hand, the mayor of Lisbon recalled that the city has already approved a Municipal Plan for People in Homeless Situations that foresees investments in the order of 70 million euros in seven years.
Portugal currently has around 10,000 people in homeless situations, with around half of the total in the AML alone.
Lisbon is the city most affected by the phenomenon and currently has around 3,000 people in homeless situations.
Carlos Moedas also stressed that it is not just about removing people from the streets to shelters, but also about giving them "the dignity" of entering the job market.
Of the 18 municipal presidents of the AML, 12 did not attend or were not represented: Amadora, Alcochete, Moita, Odivelas, Montijo, Loures, Palmela, Sintra, Sesimbra, Mafra, Setúbal and Vila Franca de Xira.
