Housing. Movement says that AL transmission benefits speculators

The Housing Referendum Movement (MRH) believes that the transferability of Local Accommodation (AL) titles included in the Government's announced Housing strategy will benefit a minority of real estate speculators, making the housing market more precarious.

In a statement, the Lisbon citizens' movement that last year mobilized hundreds of people in protest demonstrations to contain the problem of local accommodation, considers that with the arrival of the new government, the strategy to control the housing crisis will involve "more liberal measures".

After learning about the government's proposal, the movement found that the issue of the transferability of AL titles is included in the document, "making the market even more precarious for people for whom housing is what it should be, a place where they can have a decent life".

For the movement, the transferability of titles will benefit "a minority of real estate speculators", given that there is a market for buying and selling licenses, and around 150,000 euros is added to the price of properties with an AL license.

"The fact of having an AL title inflates the price of a house", it emphasizes, adding that the "possibility of being able to buy and sell AL titles will mean that, from one day to the next, the value will increase significantly".

According to the movement, the current owners of AL "already benefit from a monopoly rent", given the ban on new licenses by the previous government, "now being doubly benefited by the possibility of receiving extraordinary profits if they decide to sell their houses".

The MRH states that it is aware that there are real estate groups and foreign funds with a great interest in entering the AL market in Portugal.

"We now know that AL is not extra income for families, but an opportunity for multi-owners to speculate even more on housing. We now know that the new government is on the side of these groups, and not on the side of the social majority", reads the note.

The movement concludes that "not all is lost", since it will implement a referendum in Lisbon "so that local accommodation can no longer be done in buildings and houses intended for housing".

With the program "Building Portugal: new strategy for Housing", presented on Friday, the government states that it intends to "correct serious errors and omissions of public policies in recent years", revoking the most contested measures of the previous socialist executive, including forced leasing, rent freezes and the "penalizing measures" of local accommodation.
