ANMP says that the merit of the PSD housing measures will depend on their execution

The president of the National Association of Portuguese Municipalities (ANMP) considered today that the measures of the Strategy for Housing, presented by the PSD Government, could be positive depending on the way in which they are implemented.

"I think it's a program that brings a set of measures whose merit will only be possible to assess when it translates into legislative measures," said Luísa Salgueiro to Lusa, in a reaction to the Housing Strategy presented on Friday by the Government led by Luís Montenegro, in Porto.

In the socialist's opinion, the measures announced may be positive, depending on how they come to be materialized.

Therefore, the ANMP awaits the materialization of these measures in the form of legislative diplomas to understand how they will be put into practice, she said.

"As an intention, it is an intention that goes in the right direction, but it depends on how it will be materialized," insisted the also mayor of Matosinhos, in the district of Porto.

The socialist stressed that the previous government, led by António Costa, had already shown concern about the housing shortage in Portugal, with the launch of the Mais Habitação program, which included a set of measures to fill this gap and accelerate the responses given to citizens.

Therefore, Luísa Salgueiro understood that the main program for creating affordable housing was launched with Mais Habitação, with the measures now announced by the PSD Government being "some corrections" to Mais Habitação presented by the PS in 2023.

In this matter, the measures announced by the social democrats are "just announcements of intention", because they have not yet been legislated, she stressed.

On Friday, the Prime Minister stated that the new Housing Strategy aims to "restore the confidence" of the Portuguese, contrary to the program of the previous Government, which "was still in its gestation and had already been condemned to failure".

Among the various proposals presented by the PSD Government are, for example, that municipalities can now use properties that the central State is not able to use and to decide again on new local accommodation licenses.

The president of the ANMP pointed out that the association "welcomes" everything that concerns greater participation by municipalities, emphasizing that the measures announced include both the reinforcement of the power of municipalities and its reduction.

"For example, when the Government announces measures on the Municipal Tax on Onerous Property Transfers (IMT) [young people up to 35 years old will be exempt from IMT on houses up to 316 thousand euros], which is a revenue owned by municipalities and not by the Government, it does not say how the local authorities will be compensated," she exemplified.

Luísa Salgueiro guaranteed that the Government will count on the commitment of the Portuguese municipalities so that, within the rules, the ambitious goal of using PRR funds for the materialization of local housing strategies is met.
