AML estimates the investment needed for housing at 1.5 billion

The 18 municipalities of the Lisbon Metropolitan Area (AML) estimated 1,500 million euros, 1,300 of which come from the Recovery and Resilience Plan (PRR), as the investment needed to rehabilitate 20,500 houses and build 4,600 new homes.

"The 18 municipalities in the Lisbon metropolitan area have submitted more than 25,000 housing units as part of their PRR applications", announced the AML in a statement, stressing that the planned investment is intended to "respond to the needs of households in unworthy housing conditions, which currently persist in the metropolitan area".
The AML indicated that the number of 20,500 houses to be rehabilitated and 4,600 to be built is included in the "data collected by the Lisbon Metropolitan Area up to 13 May 2024, and which were disclosed at the meeting of the metropolitan working group on housing". The same source recalled that the Diagnosis of Unworthy Housing Conditions in the Lisbon Metropolitan Area was "presented in November 2022" and pointed to the existence of, "at the time, around 50,000 families living in precarious conditions in the metropolitan area". According to the AML, these figures represent "around 4% of the total households in the region" and cover an "estimated number of 134,000 people". "The framework outlined in the diagnosis demonstrates the relevance of the lines of action identified by the municipalities, which cover multiple ways of solving unworthy housing conditions, including increasing the public housing supply and rehabilitating the existing public housing stock", it considered. The AML estimated that the investment required to build these 4,600 new housing units and to rehabilitate 25,000 houses "amounts to 1.5 billion euros, of which 1.3 billion will be financed by PRR community funds". "Of the total of these applications, around 6,000 housing units (4,500 rehabilitated and 1,500 new) have already been approved by IHRU -- Housing and Urban Rehabilitation Institute, the entity responsible for implementing housing solutions supported by PRR funds", highlighted the AML, emphasising that these applications represent an "investment of over 412 million euros (with 392 million in PRR funding)". The Lisbon Metropolitan Area also mentioned that the municipalities in question have already submitted applications for "urgent and temporary accommodation and student accommodation". "On 13 May 2024, the municipalities had already applied for around 350 urgent and temporary accommodation units, in an investment of over 26 million euros, and 400 beds for student accommodation, in an investment of around 13 million euros", it specified, stressing that, of these, "around 150 urgent and temporary accommodation units and 360 beds for student accommodation" have already been approved.
