The special parliamentary committee report concluded that there was no "evidence of treason" or coercion against a constitutional body by the President of the Republic, contrary to what the Chega project defended.

"Since the President of the Republic did not use his functions, with or without flagrant abuse of them, to usurp other sovereign powers or favor, in any way, any foreign State, nor did he practice any public or private act with the potential to harm the sovereignty of the Portuguese State, and after analyzing the criminal types invoked by the Chega Parliamentary Group, we conclude that there is no evidence of the practice of crimes of treason, coercion against a Constitutional body or similar", can be read in the conclusion of the report to which the Lusa agency had access.

The report, written by PS deputy Isabel Moreira, was produced within the scope of the special parliamentary committee set up to analyze the Chega project that requires the opening of a process against the President of the Republic, Marcelo Rebelo de Sousa, following the statements on reparations to the former colonies.

The special parliamentary committee will discuss this report on Thursday.

In a six-page report, Isabel Moreira legally analyzes the crimes alleged by Chega, starting with "Treason".

"There was no attempt to separate the State, to hand it over to a foreign country or even to try to submit Portugal to foreign sovereignty, in part or in whole, nor was national independence offended or endangered", she says.

As for the "Coercion against Constitutional Bodies", the rapporteur concludes: "we exclude this result crime by a criterion of evidence. We did not find any action by the President of the Republic that prevented or constrained the free exercise of the functions of any Sovereign body".

On the "Usurpation of Portuguese public authority", Isabel Moreira writes that "this article is also not filled in, since there is no record of any private act of authority that has been practiced by the President of the Republic in favor of any foreign State".

When the special parliamentary committee was inaugurated, the president of the Assembly of the Republic, José Pedro Aguiar-Branco, considered that the nature of this committee was relevant due to the "seriousness of the facts that are at stake and that are likely to jeopardize the regular functioning of the sovereign bodies", which justifies that the entire process should take place "expeditiously, within the law".

"We will be able to vote, at worst, on Friday in a plenary session that may even be called for this purpose extraordinarily because I will be able to do so under our regulations", said Aguiar-Branco in his short speech in which he wished for "productive and quality work".

The draft resolution submitted on Monday by Chega to parliament requires the opening of a process against the President of the Republic for the crimes of treason, coercion against constitutional bodies and usurpation.

"Chega requests the Assembly of the Republic to initiate the proceedings leading to the opening of a proper process against His Excellency the President of the Republic for the crime of treason, coercion against constitutional bodies and usurpation", reads the proposal released by the party.
