The president of the Portuguese Medical Association considered today that the 40% increase in the payment to doctors providing services was a "temporary measure" for the summer, stating that there must be "measures of substance".

"This is not a long-term solution. It is a solution that I see (...) as a temporary solution to deal with a problem that, apparently, had been forgotten. We are going to have a summer. And, when we have a summer, there are a series of specificities that health units have to deal with (...) in terms of lack of doctors", Carlos Cortes stressed to journalists.

The president of the Ordem dos Médicos reacted this way to the Government's diploma published today that establishes the execution rules of the State Budget for 2024, with regard to the acquisition of medical services and the signing of programme contracts, after a visit to the Unidade de Saúde Familiar do Areeiro, in Lisbon.

Seeing the measure as temporary for the summer, Carlos Cortes explained that he had already challenged the Ministry of Health "to do everything in its power to correct these deficiencies".

"We are preparing for the summer with, roughly, one month in advance. This is not serious. It is not responsible. Therefore, we are going to have to start working with more capacity for foresight and anticipation", he stressed.

Carlos Cortes also added that he had delivered a document with 12 measures to prepare for the winter of 2024/25 to the Minister of Health, Ana Paula Martins.

"I have already sent a document to the Minister of Health roughly two weeks ago to prepare for the winter", he stressed, adding that health care is experiencing a "very fragile moment".

The Government authorised a 40% increase in the maximum hourly value to be paid for the acquisition of medical services, which includes so-called "tarefeiros" doctors.

According to a delegation of powers dispatch published this month in the Diário da República, the top bodies of the establishments and services integrated in the National Health Service can, "in duly justified exceptional situations", apply a payment of a value/hour higher than that provided for, up to a limit of 40%.

This delegation of powers "does not exempt the prior favourable opinion of the Executive Board of the National Health Service (...)", as stated in the diploma, signed by the Minister of Health, Ana Paula Martins.

The diploma provides that the price to be paid for the acquisition of medical services may "be higher than the highest hourly value provided for in the remuneration table applicable to workers integrated in the medical or special medical career".
