Fenprof and FNE insist on the recovery of service time in 3 and 4 years

The national federations of teachers (Fenprof) and education (FNE) sent new counterproposals to the government today for the recovery of teaching time, but they insist on the deadlines for the return in three and four years, respectively.

On Monday, the Ministry of Education, Science and Innovation (MECI) presented the unions with a new proposal that foresees returning 50% of the six years, six months and 23 days of service time frozen during the 'Troika' in the first two years, but maintains the five-year deadline of the initial proposal.

The intention is to return 25% in the first two years, 20% in 2026 and 15% in 2027 and 2028.

Approaching the demands of the teachers in other aspects, for example regarding the effects of the "accelerator" approved by the previous executive, Minister Fernando Alexandre said he expected an approximation from the unions which, immediately after the meetings, acknowledged progress, but said it was insufficient.

In the counterproposals sent today, Fenprof and FNE make some concessions, but insist on the deadlines they have defended since the beginning of the negotiation process.

Fenprof, on the one hand, maintains the return of service time to an annual average of 33% over three years, as of July 1.

FNE, which initially proposed 30% in 2024, 30% in 2025, 20% in 2026 and the last 20% in 2027, came closer to the government's position by changing its proposal to the annual accounting of 25%, but maintains the four-year deadline.

Like Fenprof, FNE also initially defended that the recovery of service time should take effect as of July 1, but in the new proposal accepts that the process only begins on September 1, but should take effect on July 31 in subsequent years.

Initially pointed out as a red line, the two union organizations also admit the revocation of the diploma that implemented mechanisms to accelerate career progression, the so-called "accelerator", provided that MECI keeps the commitments made on Monday.

Specifically, they want a guarantee of a vacancy for the purposes of progression to the 5th and 7th echelons during the recovery period, as well as a guarantee that the time recovered under the decree-law will not be subtracted from the six years, six months and 23 days.

In the various proposals presented since the beginning of the negotiation process, the Ministry and the union federations remain, however, irreducible, since the supervision insists that the recovery of service time will be only for the purposes of career progression.

Fenprof and FNE, in turn, continue to defend compensation mechanisms for teachers who will not recover all the frozen service time, because they are already at the top of their career or because they retire in the meantime.

"Teachers who no longer have the possibility of recovering, in whole or in part, the service time that was frozen, may use the remaining period for the purposes of decriminalizing early retirement (...) or (re)constituting the value of the pension", says the Fenprof counterproposal.

The next meeting between MECI and the union organizations is scheduled for May 21 and marks the end of the negotiations for the recovery of service time frozen during the Troika.
