Portuguese and Spanish believe that 2/3 of politicians are corrupt

Portuguese and Spanish people believe that about half of the businesspeople are corrupt, a perception that also encompasses about two out of every three politicians, according to a joint study between entities from the two countries.

According to the report "Comparative Perceptions of Corruption in Spain and Portugal", the respondents considered that corruption is more prevalent in politics and business, estimating that 50% of businesspeople and between 60% and 70% of politicians are corrupt.

As for civil servants, the perception is that 40% are corrupt, in line with the perception of the general population, according to the conclusions cited on Friday by the EFE news agency.

In terms of corruption practices, the biggest concern is not the payment of bribes, which stood at 11% in Spain and 10% in Portugal, against the European average of 11%, but rather the interaction between politics and business.

According to the report, 80% of respondents in Portugal and 70% in Spain considered that corruption is something that is part of the country's business culture and not something circumstantial, compared to 60% of the European average.

The conclusions were presented on Friday by the professor of Political Science at the University of Murcia Fernando Jiménez, by the researcher at the Institute of Social Sciences of the University of Lisbon (ICS-UL) Gustavo Gouvêa Maciel and by the director of the Anti-Fraud Agency of Valencia, Joan Llinares.

The study was carried out based on two surveys in each of the countries and with representative samples of the population. The first phase took place between December 2020 and April 2021 and was part of the EPOCA project, with funding from the Foundation for Science and Technology and under the scientific coordination of ICS-UL.

The second survey was carried out in Spain and had the support of the Valencian Anti-Fraud Agency and under the scientific coordination of the University of Murcia.

The objective was to make an analysis of the public perception of different aspects related to corruption, ethics and integrity of elements of public life in the two countries.

Although there are differences between Portugal and Spain, the study notes that there are general trends that place corruption as a worrying problem for both countries, with implications for trust in institutions and democracy, pointing to the need for an adequate political response.

One of the biggest differences between the two countries is related to clientelism. If in Portugal the percentage of respondents who consider that political clientelism is necessary is 70%, in Spain this percentage drops to 49%, a value close to the European average, which stands at 50%.
