Fewer judges in active service in 2023

At the end of 2023, there were 1,917 judges, of which 1,777 were in active functions, 13 less than at the end of 2022, according to official data that also indicate 135 judges in service commissions and 52 retirements.

According to the annual activity report of the Superior Council of the Judiciary (CSM), delivered today to the Assembly of the Republic, 1,325 judges in active service were in the courts of first instance (38 of whom were on probation), 394 judges in the Courts of Appeal and 58 judge counselors in the Supreme Court of Justice.

At the level of the districts, Lisbon and Porto are the ones that concentrated the largest number of judges placed, with 168 and 173 respectively. Bragança and Portalegre are the ones with the fewest magistrates, each with 15.

In 2023, 52 judges ceased their functions due to retirement or retirement, 13 less than in 2022.

As far as service commissions are concerned, in 2023 there were 135 judges performing other functions, with only 26 of the 135 service commissions starting that year. According to the CSM report, there were also 25 service commissions that ended last year.

Part of the commissions are for the management of the judiciary, within the CSM itself, with 53 judges in office in this council, or for the Center for Judicial Studies (CEJ), for the training of judges, with 15 magistrates on service commission in this body in 2023. There are also dozens of judges placed as assessors in higher courts.
