The Ministry of Education, Science and Innovation issued a statement on Tuesday about the agreements reached with seven of the 12 union structures within the scope of recovering the frozen service time for teachers.

In the note sent to Notícias ao Minuto after the agreements with FNE, FENEI, SIPE, FEPECI, SPLIU, SNPL and SIPPEB, the ministry explains what is at stake in these agreements.

"The terms of the agreement accelerate the recovery of service time, providing that it occurs at the rate of 25% per year. The reinstatement begins on 1 September 2024 and in 2025, 2026 and 2027 takes effect on 1 July. The reinstatement will be completed after 2 years and 10 months", the ministry begins by explaining.

The ministry supervised by Fernando Alexandre also notes that "the agreement recognises the service time of teachers counted through Decree-Law no. 74/2023, the so-called career accelerator, ensuring that there are no situations of duplication of benefits in the recovery of service time". It was also guaranteed with these unions "access to the 5th and 7th echelons for all teachers who, through the recovery of service time, meet the conditions for progression".

As also explained, the agreement in question also safeguards the cases of teachers who were placed in the Autonomous Regions of Madeira and the Azores, and who have already seen part of their frozen service time counted.

"The recovery of teachers' service time represents a very significant budgetary effort, reflecting the importance that the Ministry of Education, Science and Innovation attaches to the teaching career", the ministry also notes.

It is also explained that, in 2027, once the total recovery of service time is completed, the measure will have a cost to the State estimated at around 300 million euros. The ministry notes that this value was the one foreseen in the electoral programme of the Democratic Alliance: "The Government stresses that this was a process that took place on a basis of good faith, commitment and responsibility, with total transparency and dialogue between the parties".

The meetings of the Executive with 12 unions that led to this agreement took place throughout the day today.
