In a letter addressed to teachers, which Lusa had access to, Minister Fernando Alexandre writes that, since his first day in office, "it was clear that the restoration of frozen service time would be an indispensable first step towards a new life".

"The path is long and I know it well. We are starting now. I believe that this first step will contribute to a more peaceful school environment and I hope that we can look to the future with renewed optimism", he says.

The letter was sent after the Government reached an agreement on Tuesday with seven of the 12 trade union organisations representing teachers for the recovery of service time frozen during the 'Troika' intervention.

The return of the six years, six months and 23 days -- long one of the main demands of teachers -- was essential to value the teaching profession, argues the minister, who stresses that "Portugal cannot accept that its teachers feel undervalued and unmotivated, instead of being recognised by society".

"We have to value teachers, we have to improve their working conditions and we have to promote their fair social recognition", he adds.

Addressing the professionals directly, Fernando Alexandre says he is counting on teachers to "soon take new steps on this path of education".

The agreement for the recovery of service time was signed by the National Education Federation (FNE), the National Federation of Education and Research (Fenei), the Independent Union of Teachers and Educators (SIPE), the Portuguese Federation of Education, Teaching, Culture and Research Professionals (Fepeci), the National Union of Teachers Graduated by Polytechnics and Universities (Spliu), the National Union of Graduated Teachers (SNPL) and the Union of Basic Education Teachers and Educators (Sippeb).

Left out were the National Teachers' Federation (Fenprof), the Union of All Education Professionals (Stop), Pró-Ordem, the Union of Graduated Educators and Teachers (SEPLEU) and the Union of Graduated Teachers (ASPL), which will now evaluate the possibility of requesting that a supplementary negotiation process be opened.
