Commission notifies Portugal for failing to transpose directives into law
The European Commission has sent a letter to Portugal and 19 other countries in the European Union (EU) for failing to communicate on the transposition of two directives on pollution, it was announced today.

The 20 member states have two months to respond to the community executive and to conclude the transposition of the directives, but if they continue to be in default, the Commission "may decide by reasoned opinion".
Portugal has not notified the European Commission of the transposition of a directive to protect workers from potential risks of exposure to carcinogenic, mutagenic and reprotoxic substances, which was approved by the European Parliament (EP) and by the EU Council in March 2022.
The directive limits the exposure to substances that have these compounds, since, according to Brussels, every year 80,000 people die from health complications associated with exposure to substances such as these.
The deadline for the transposition of the directive was 5 April 2024. In this directive, 11 countries are in default, including Portugal.
The country also failed to transpose the contributions that are used to finance the maintenance and development of the European Union's infrastructure network.
"The directive requires the internalisation of the external costs associated with air pollution and introduced a new system, requiring that the member states impose contributions based on the CO2 emissions of heavy vehicles. This measure contributes to the decarbonisation of road freight transport", the Commission notes.
Portugal failed to communicate the transposition of the directive by 25 March of this year.
