Parliament Approves Offices for Victims of Domestic Violence in DIAPs

Parliament unanimously approved today a resolution presented by the sole PAN deputy, Inês de Sousa Real, for the creation of domestic violence victim support offices in DIAPs in all districts.

In this initiative, the Government is recommended to take steps to ensure, by the end of next year, the creation of victim support offices for domestic violence in the investigation and criminal prosecution departments (DIAP) in all judicial districts in the national territory.

The diploma states that on March 7, 2019, following the signing of a protocol between the Ministry of Justice and the Attorney General's Office, victim support offices (GAV) were created in the DIAPs with a specialized section for processing inquiries into domestic violence crimes or gender-based violence crimes to support the Public Prosecutor's Office.

However, according to PAN, "despite being provided for in the legislation in force for almost 15 years and being a requirement of the Istanbul Convention, since 2019 only six offices have been installed in the DIAPs, namely in Braga, Aveiro, Coimbra, Lisbon-West, Lisbon-North and Faro".

According to PAN, "more than 33,500 appointments were made with almost 5,500 victims of domestic violence", resulting in "opinions that are allowing prosecutors to make faster and more effective decisions".

"Magistrates and technicians, even though in insufficient numbers, believe that the methodology has saved lives and therefore defend that the Government increase its investment in the project", it is argued in the PAN diploma

PAN also quotes the coordinator of the domestic violence area of the Attorney General's Office (PGR), according to whom, "if there was a GAV in all districts, it would cost around half a million euros per year".

For the party led by Inês de Sousa Real, "the creation of a GAV in all districts, in addition to having an affordable cost, especially in a context of budget surplus, could save lives, intensifying the work developed in close monitoring with the victim".
