Zelensky and Montenegro have spoken on the phone and have outlined an agreement

The Portuguese Prime Minister and the President of Ukraine have been talking on the phone over the last few weeks and have designed and concluded the bilateral cooperation and security agreement that will be signed in Lisbon on Tuesday.

This reference to the dialogue established between Luís Montenegro and Volodymyr Zelensky was made by the Minister of the Presidency, António Leitão Amaro, today, at the end of the Council of Ministers, at a press conference in which he also stressed that the Ukrainian President's visit to Lisbon will be "centered" on his meeting with the Government and with the Prime Minister, Luís Montenegro.

In addition to the Prime Minister, in Lisbon, on Tuesday, Volodymyr Zelensky will meet with the Portuguese Head of State, Marcelo Rebelo de Sousa.

Speaking to journalists, António Leitão Amaro considered that the visit of the Ukrainian Head of State "will be very important and is yet another sign of the commitment of the State and the Portuguese people, translated through the Portuguese Government and, in particular, the Prime Minister".

"Over the past few weeks -- sometimes publicly, sometimes not -- the Prime Minister has interacted, has spoken on the phone with the Ukrainian President. In this dialogue between the Ukrainian President and the Prime Minister, the cooperation and security agreement that will be signed during Volodymyr Zelensky's visit was designed and agreed upon", said the Minister of the Presidency.

António Leitão Amaro stressed that the President of Ukraine, in Lisbon, will meet with several entities".

"But it is mainly centered on his presence in Lisbon (...) with the Prime Minister and the Government. This agreement will strengthen Portuguese support. Humanitarian, political, but also security and defense support. It materializes in an effort by the Portuguese people of which the Government is the representative", he said.

In Brussels, the Minister of Foreign Affairs said today that the agreement to be signed on Tuesday in the presence of the President of Ukraine systematizes all the support provided in the last two years and covers the next ten.

"The political agreement between Portugal and Ukraine, which is a bilateral agreement in all the areas in which we have cooperated in these two years, was concluded about three weeks ago", said Paulo Rangel in Brussels, in the context of a ministerial meeting.

The agreement, signed on the occasion of the visit of the President of Ukraine, Volodymyr Zelensky, includes "humanitarian, financial, military, political" assistance in relation to the process of integration into the European Union.

"It includes all the dimensions in which we have worked, but in a systematized way and with a ten-year horizon", he added.

According to a statement released simultaneously by the Prime Minister's office and the Presidency of the Republic, "President Zelensky's working visit is part of the shared intention to deepen the excellent relations between the two states, with a particular focus on strengthening cooperation in the area of security and defense".

"During his stay, the President of Ukraine will have working meetings with the Prime Minister, Luís Montenegro, and will be received by President Marcelo Rebelo de Sousa", the text adds.

According to the same joint statement, this visit by Zelensky to Portugal "will also be an opportunity to reiterate Portugal's commitment to the sovereignty and territorial integrity of Ukraine, as well as to the maintenance of political, military, financial and humanitarian support to Kiev".

In August last year, Marcelo Rebelo de Sousa made a two-day visit to Ukraine, at the invitation of President Volodymyr Zelensky, on the occasion of the 32nd anniversary of the country's independence.

During this visit, the Portuguese Head of State visited Kiev, Bucha, Moshchun, Irpin and Horenka, as a sign of support for the Ukrainians in the war in defense against the invasion by the Russian Federation that began in February 2022.
