According to a note released on Monday by the Presidency of the Portuguese Republic and the Prime Minister's Office, this is a "working visit" with the aim of "deepening the excellent relations between the two states, with a particular focus on strengthening cooperation in the field of security and defense".

Volodymyr Zelensky, who arrives in Portugal after a visit to Spain and Belgium, will first meet at the official residence of the Prime Minister, Luís Montenegro, where a bilateral agreement will be signed, and will then be received by the President of the Republic, Marcelo Rebelo de Sousa, at the Belém Palace.

According to the same note released by the Belém Palace and São Bento, this visit by Zelensky "will also be an opportunity to reiterate Portugal's commitment to the sovereignty and territorial integrity of Ukraine, as well as to maintaining political, military, financial and humanitarian support for Kyiv".

Speaking to journalists in Brussels, the Minister of Foreign Affairs said that the bilateral agreement to be signed during this visit by Zelensky covers all areas of cooperation between the two countries over the last two years: "humanitarian, financial, military and political assistance".

"It brings together all the dimensions in which we have worked, but in a systematized way, and with a ten-year horizon", added Paulo Rangel.

This bilateral agreement began to be planned after the last summit of the North Atlantic Treaty Organization (NATO), in July last year, in Vilnius (Lithuania), still with the previous Government, and brings together all Portuguese intervention with the Ukrainian authorities since the beginning of the Russian invasion, on February 24, 2022.

On May 14, the Minister of National Defense, Nuno Melo, confirmed that a visit by the President of Ukraine to Portugal was being prepared, without indicating when or with what program.

"The visit is being prepared with the necessary secrecy and we will see, very soon, how everything will happen", Nuno Melo told journalists, on the sidelines of a visit to the headquarters of the Association of Disabled People of the Armed Forces, in Lisbon.

Later, on the same day, the Efe news agency reported, based on the Spanish Royal House, that Volodymyr Zelensky had canceled a trip to Spain scheduled for May 17, which would also include Portugal.

In August last year, Marcelo Rebelo de Sousa made a two-day visit to Ukraine, at the invitation of President Volodymyr Zelensky, on the occasion of the 32nd anniversary of the country's independence.

During this visit, the Portuguese Head of State visited Kyiv, Bucha, Moshchun, Irpin and Horenka, as a sign of support for the Ukrainians in the war in defense against the invasion by the Russian Federation that began in February 2022.
