Regional deputy Pedro Neves refers to "irregularities found in the allocation and sale of the free social pass to passengers of households with incomes falling within the 1st and 2nd IRS brackets". The free pass, he stresses, was a measure "introduced in the 2023 Regional Budget by the party".

"PAN/Açores became aware, through several complaints from passengers, that some companies providing the regular public transport service are not selling or mediating the provision of the application for the allocation of the pass", the structure states in a press release.

According to the party, the "irregularities are being observed, especially by operators on the island of Pico", incurring "in a situation of non-compliance with regional legislation".

According to the deputy, in addition to "constituting an important budget relief mechanism for the most vulnerable families", the pass "encourages the use of public transport, as a promoter of environmentally friendly mobility and the reduction of dependence on the use of individual vehicles".

The parliamentarian emphasises that it also promotes "the fight against the climate emergency and the reduction of associated carbon emissions, decarbonising the sector".

Lusa tried to obtain a reaction from the Regional Secretariat for Tourism, Mobility and Infrastructure, still without success.

According to a press release from the guardianship of March 2024, the Government of the Azores invested in 2023 more than 1.5 million euros in the five types of social passes in public passenger land transport, an increase of 61% compared to 2022.

In comparative terms to 2022, the data indicate an increase of 9,127 passes sold in 2023, that is, 31% more.

"This growth was largely due to the introduction of the free social pass, as established in the Legislative Assembly of the Autonomous Region of the Azores", read the press release at the time.
