In the draft resolution of solidarity, which the Lusa agency had access to, the Liberal Initiative (IL) states that the demonstrations began on April 15, after the ruling party, Georgian Dream - Democratic Georgia, presented a bill that defined the concept of "foreign agent" as that of "an organization that defends the interests of a foreign power".

"This legislation constitutes a dangerous interference in the freedom of Georgians, leaving open which organizations the Georgian government may pursue according to unclear criteria", it reads.

The IL states that the response to this bill "was immediate", with seven opposition parties and 400 non-governmental organizations (NGOs) demonstrating against the bill, as well as the President of Georgia, Salome Zurabishvili, who said she would veto the initiative.

"On April 15, protests began in the streets of several cities in Georgia, with a special focus on the capital, Tbilisi, which culminated on May 11 in the so-called 'European March', which was considered the largest protest ever in Georgia and which is estimated to have reached 300,000 demonstrators", says the party.

The IL adds that, over the last month, "hundreds of Georgian citizens have been arrested, many of them violently, and a considerable number of injuries have been recorded".

"The reaction of the international community was peremptory, the Secretary General of NATO, Jens Stoltenberg, the spokesperson for the European Union for External Affairs, Peter Stano, the spokesperson for the German Foreign Ministry, Sebastian Fischer and the ambassador of the United States of America in Georgia also expressed their concern and opposition", it is stated.

In this context, the IL argues that "the Portuguese constitutional and international commitment to the defense of freedom and human rights requires a position of solidarity on the part of the Assembly of the Republic, which has here another opportunity to reiterate its commitment to democracy and the Rule of Law".

"The Assembly of the Republic must be clear in affirming its solidarity with a people who today act in defense of their freedom. Thus, the Assembly of the Republic, meeting in plenary session, expresses its solidarity with the demonstrators for freedom, democracy and the Rule of Law in Georgia", reads the draft resolution presented by the party.

On Monday, the Prime Minister of Georgia, Irakli Kobakhidze, assured that parliament will adopt the law on "foreign influence" today, despite the demonstrations contesting the diploma, because they consider that it distances the country from Europe and brings it closer to Russia.

If approved, the law will require any non-governmental organization (NGO) or media outlet that receives more than 20% of its funding from abroad to register as an "organization that pursues the interests of a foreign power".

The head of government also said that the approval of this law would open the door to other texts on "uncontrolled immigration" or on the rights of LGBT people (Lesbians, Gays, Bisexuals and Transgenders), in a country that remains conservative.

The bill has led to large opposition demonstrations, some of which have been repressed.

The demonstrators, who have been protesting since the beginning of April, have dubbed it the "Russian law", because it imitates the legislation used by the Kremlin (Russian presidency) to suppress dissenting voices.
