The former Minister of Labour, Solidarity and Social Security, Ana Mendes Godinho, argued today that any paragraph on the privatization of social games in the Activity and Budget Plans of the Santa Casa de Lisboa required approval.

Ana Mendes Godinho was being heard by the members of the Committee on Labor, Social Security, and Inclusion regarding the financial situation of the Santa Casa da Misericórdia de Lisboa (SCML) and the internationalization of social games, to which she maintained the version she presented in previous hearings.
According to the former Minister of Labor, the process of internationalizing social games was already underway when Ana Mendes Godinho was appointed minister and that it arose from the need to diversify the institution's sources of revenue, taking into account the competition from online gambling and the drop in revenue. In response to the request for authorization from the then-provider Edmundo Martinho for the creation of the company Santa Casa Global, which would manage the internationalization of the games, Ana Mendes Godinho once again recalled the conditions she imposed, expressed in a dispatch, and which included, namely, the 'due diligence' for each operation, the guarantee of financial sustainability, that the company be headquartered in Europe, or that priority be given to businesses with companies from Portuguese-speaking countries. She reiterated that she did not authorize any specific operation, only the creation of the company, and responded to the former provider's claims that the financial availability was included in the Activity and Budget Plans (PAO), which "were approved by the supervisory authority." She recalled, moreover, that the PAO for 2020 included an amount of 50 million euros for internationalization and that this amount was not used. "Any activity plan foresees, in generic terms, the maximum amount that can be applied in that year, but does not constitute, in any way, any type of authorization for specific operations," she argued. According to the former government official, the fact that any paragraph is included in the PAO "did not imply in any way approval of the operations." "Any operation that was to be carried out was always completely guided by my authorization dispatch," she added. Ana Mendes Godinho stated that she acted preventively in relation to Santa Casa Global -- "through the conditions included in the dispatch" -- whether through monitoring the accounts and PAOs, or in relation to the financial sustainability of SCML and the evolution of spending on human resources. Still on this matter, and following a question from a member of the Social Democratic Party (PSD), Ana Mendes Godinho revealed that she had a meeting of about three hours with the current minister Maria do Rosário Ramalho, of transition, in which the matter of Santa Casa was dealt with. The former government official said she had transmitted to the current Minister of Labor "all the information" she had on SCML and that "was submitted to the ministry," namely the prospect of positive results in 2023 that would guarantee financial sustainability. "All the information that was ever submitted to the ministry, including the most recent version of the audit [of Santa Casa Global] was included in the ministry's file," she assured, adding that she made herself available to Maria do Rosário Ramalho to "clarify any questions."
