IL says minority government is ‘likely’ and again rules out deals

The leader of the Liberal Initiative (IL) for the regional elections of Madeira, Nuno Morna, said today that it is "very likely" that the region will have a minority government, considering that this does not mean ungovernability.

The IL candidacy, which had a scheduled visit for 09:00 at the Mercado do Santo da Serra, in the municipality of Santa Cruz, arrived at the site almost an hour later, which ended up resulting in a meeting with the CDS-PP delegation and its top candidate, José Manuel Rodrigues.
The liberals distributed campaign material and went through the various stalls, approaching merchants and locals. Almost at the end of the visit, they stopped to order six ponchas, which then immediately became seven because Nuno Morna invited José Manuel Rodrigues to join. "Will you have a poncha with me?", asked Morna, to which the Christian democrat replied: "I don't drink!". In statements to journalists, the liberal reiterated that he does not allow agreements with the top candidate and leader of the PSD/Madeira, Miguel Albuquerque, nor with the Socialist Party. With Chega, he added, "there is no talk, there is no chance". When asked if he would allow agreements if the PSD was not led in the archipelago by Miguel Albuquerque, the resigning president of the regional executive and defendant in a corruption suspicion case, the candidate said that this scenario is not currently being considered. "The circumstances at this moment are that Miguel Albuquerque is the leader of the PSD. The PSD, if it wins the elections, or whatever happens, Miguel Albuquerque will most likely be the one appointed to form a government, and with Miguel Albuquerque there is no understanding whatsoever on our part", he reinforced. Nuno Morna rejected, on the other hand, that a minority government means a situation of ungovernability and considered that "it is very likely" that this will be the scenario after the elections on 26 May. "Europe is an expert in showing 'n' solutions for minority governments that go case by case, point by point, decree by decree, adjusting the needles - some yielding on one side, others yielding on the other, so that the best solutions for governability are presented to the people", argued the also coordinator of IL/Madeira. Regarding his party, Nuno Morna, who was elected sole deputy in September last year, said he is convinced that the liberals will grow and elect a parliamentary group to the Legislative Assembly of Madeira. The archipelago's legislative elections are taking place with 14 candidacies competing for the 47 seats in the regional parliament, in a single electoral district: ADN, BE, PS, Livre, IL, RIR, CDU (PCP/PEV), Chega, CDS-PP, MPT, PSD, PAN, PTP and JPP. The early elections are taking place eight months after the most recent regional legislative elections, after the President of the Republic dissolved the Madeiran parliament, following the political crisis triggered in January, when Miguel Albuquerque was charged. In September 2023, the PSD/CDS coalition (in the executive since 2019) elected 23 deputies. The PS won 11, the JPP five, Chega four, while the CDU, IL, PAN and BE each obtained one mandate. The PSD, which has always won the regional elections held in democracy, lost its absolute majority for the first time in the 2019 elections, so it made an agreement with the CDS after the vote. Already in coalition, in the last elections, the two parties also failed to achieve an absolute majority and the social democrats signed an understanding of parliamentary incidence with the PAN.
