PS warns that it will oppose the new IRS Jovem if the proposal is not changed
The JS Secretary-General stated today that the PS will oppose the IRS Jovem announced by the Government if the proposal is not changed and accused the executive of trying to deceive young people on the eve of the European elections.

These positions were transmitted by Miguel Costa Matos, also vice-president of the PS Parliamentary Group, at a press conference in which he reacted to the measures that the Government approved on Thursday for young people in the Council of Ministers.

Before journalists, Miguel Costa Matos guaranteed that the PS will have a "constructive" performance in relation to the Government's proposals, but accused the PSD/CDS-PP executive "of legislative plagiarism" and of adopting measures with "reduced scope" or that benefit young people with higher incomes.
"On the eve of elections, this is a program that intends to deceive the Portuguese, especially to deceive the young people", considered the leader of the young socialists.
Of all the measures that were announced on Thursday by the Prime Minister, Luís Montenegro, Miguel Costa Matos especially rebelled against the philosophy inherent in the new IRS Jovem, the partial exemption of IMT and stamp duty.
"The IRS Jovem created by the PS benefited everyone equally. The current Government of the Democratic Alliance (AD) benefits those who have the most. Young people who receive up to one thousand euros per month (which are two thirds of the total) will only benefit by 55 euros per month. But a young person who receives five thousand euros (who is in the eighth bracket) will benefit by one thousand euros per month. This is the great distortion", pointed out the secretary-general of JS.
In relation to IMT (Municipal Tax on Onerous Property Transfers) and stamp duty, the socialist leader defended that few young people will benefit from the partial exemption.
Questioned about the sense of vote that the PS should adopt in parliament in the face of these Government diplomas intended for the youngest, Miguel Costa Matos stated that the PS bench, over the last few months, has sought to improve the measures, such as the initial proposal to reduce IRS from the PSD/CDS-PP executive and which is currently under discussion in a special committee.
"We will be constructive in order to improve the measures presented and make them reach more young people. But we cannot support an extension of the IRS Jovem that is so unbalanced in favor of those who have higher incomes", he warned.
On behalf of the PS, according to Miguel Costa Matos, there is availability to extend the scope of the IRS Jovem, "but one thing is certain: Symbolic measures for those with average incomes and hefty tax breaks for those with high incomes, do not count on the PS for that, because that money is needed for the National Health Service, public schools and the construction of residences" for students, he argued.
At the press conference, the secretary-general of JS accused the Government of having carried out "a legislative plagiarism", recalling that "still on Wednesday, in parliament, the PS managed to approve a project to extend support for accommodation to non-scholarship holders".
"The difference is that the Government's measure will only reach families who earn up to 1020 euros, while the PS's measure reaches those who earn up to 2800 euros, the sixth bracket of IRS. The support for accommodation provided by the Government is only half, while the PS covers the total amount. We are facing a bad plagiarism", he said.
Still according to the leader of JS, the PSD/CDS-PP Government plagiarized with the measure of making youth hostels available to support accommodation and in terms of making the distribution of menstrual hygiene products available.
"It is already in force in several municipalities", he assured.
Miguel Costa Matos also accused the executive of having announced short-term measures such as the reinforcement of student accommodation, "with a program that will not exceed 500 new beds, or that of the "psychologist check" for a total of about one hundred thousand consultations.
"If we think about two consultations per year, then we can conclude that it will only reach one in ten of the Higher Education students. The PS Government had a program with 14 million euros and with a much greater scope in terms of mental health", he added.
