According to the request that has already been submitted to the parliamentary inquiry committee and to which Lusa has had access, the Left Bloc has requested the hearing of more than 20 entities and personalities.
The President of the Republic, Marcelo Rebelo de Sousa, stands out on this list. According to the legal regime for parliamentary inquiries, "the President of the Republic, as well as former Presidents of the Republic for facts that they became aware of during the exercise of their duties and because of them, have the faculty, if they wish, to testify before a parliamentary inquiry committee, enjoying in this case, if they prefer, the prerogative to do so in writing". The Left Bloc, which is represented on the committee by deputy Joana Mortágua, also wants to call the President of the Republic's son, Nuno Rebelo de Sousa, the Chief of the President of the Republic's Civil Household at the time of the facts, and the President's advisor for social affairs, Maria João Ruela, to parliament. The Left Bloc members also request that the former Minister of Health, Marta Temido, who is the PS's top candidate in the European elections, and the former Secretary of State for Health, Lacerda Sales, as well as his personal secretary, be heard by the inquiry committee. The inspection team of the Inspectorate-General of Health Activities (IGAS), Maria de Lurdes Lemos and Marta Gonçalves, and the neuropediatricians Carla Mendonça, José Pedro Vieira and Teresa Moreno are also requested to be heard. The Left Bloc also intends to hear, in addition to the parents and the family's lawyer, the director of Lusíadas Saúde at the time of the facts, the president of Infarmed, Rui Santos Ivo, the Institute of Registries and Notaries, the former director of the pediatrics department of the Lisbon North University Hospital Center (CHULN) Ana Isabel Lopes, the former clinical director of CHULN Luís Pinheiro and the former president of the CHULN administration Daniel Ferro. The IGAS is also asked for the report of the inspection process, as well as all the documents and documentary evidence mentioned therein. The Left Bloc asks the Civil Household of the President of the Republic for the official letter sent to the Prime Minister's Office, Nuno Rebelo de Sousa's email to the President of the Republic on October 21, 2019, with the forwarding of the communication and, among other documentation, the record of contacts, emails and other information exchanged with CHULC. The Left Bloc members ask CHULN for the email sent on November 20, 2019, by the personal secretary of the Secretary of State for Health asking for help in scheduling a neuropediatric consultation, the official letter of November 22, 2019, on the financial impact on the institution of the treatment with the drug Zolgensma and all internal correspondence on the process. Infarmed is asked for the process related to the Exceptional Use Authorization (AUE) applications. The parliamentary inquiry committee will meet on Wednesday to, among other things, appoint the rapporteur, assess and vote on the draft regulation, assess and vote on the time schedule and establish the methodology for its functioning. At issue is the treatment, in 2020, of two twin girls living in Brazil who acquired Portuguese nationality, with the drug Zolgensma. With a total cost of four million euros (two million euros per person), this drug aims to control the spread of spinal muscular atrophy, a neurodegenerative disease. The case was reported by TVI last November and is still being investigated by the Attorney General's Office (PGR) and IGAS has already concluded that the access to the neuropediatric consultation of these children was illegal. An internal audit by Santa Maria Hospital also concluded that the scheduling of an initial hospital consultation by the Secretary of State for Health was the only exception to the compliance with the rules in this case.
