YouTube announces new measures to combat disinformation during European elections

Youtube, Google’s video-sharing platform, today announced a set of features to help voters find “reliable news and information” in the European elections and is increasing transparency around content generated by artificial intelligence (AI).

A month ahead of the European elections, YouTube is sharing the "efforts" it is making to help people "in and outside Europe find useful and reliable election news and information," from finding their polling place to understanding candidates' positions, among other things, according to a blog post by the platform's team. "For the 2024 European Parliament elections, here are some features that will be rolling out as we connect voters with the information and context they need to stay informed," YouTube said, adding that, for instance, "for search queries or videos related to voting, an information panel directs viewers in the EU to Google's 'how to vote' and 'how to register to vote' features." When viewers search for information about candidates running in the European elections, an information panel will appear at the top of search results, highlighting information about the candidate, such as their political party, and a link to Google Search, for example. The bottom of the information panel may include a link to the candidate's official channel, the platform said. "In the final weeks of the campaign, we will show reminders on YouTube's homepage about where and how to vote," and on election day, viewers "will see an election results information panel that will appear at the top of search results or below videos related to the European elections." According to YouTube, "this information panel will link to Google's election results feature, allowing people to follow election results in real time." Also on YouTube's homepage, there will be "a link to a live results experience." "All of this builds on our existing features that highlight information from authoritative sources, such as news organizations, in search results, on the homepage and on the 'Up next' panel," it noted. YouTube recalled that the tech giant's policies determine what is not allowed on the platform and apply to all content, regardless of language or political viewpoint. "We have strict policies against hate speech, harassment and cyberbullying, incitement to violence, and certain types of election misinformation," and for instance, "we remove content that misleads voters about how to vote or that encourages interference in the democratic process," it stressed. "Our global team of reviewers, using a combination of machine learning technology, enforces these policies at scale, 24/7," and "our Intelligence Desk has also been working for months to stay ahead of emerging issues and trends that could impact the EU elections, both on and off YouTube," it explained. The platform is also betting on strengthening transparency about AI-generated content. "We recognize that bad actors may try to exploit generative AI tools during the electoral period --- that's why we're ensuring there are multiple layers of transparency and safeguards in place, including for the upcoming European elections," it said. "We now require creators to disclose if the video they're uploading contains synthetic or manipulated content that looks realistic," and "we will then add a transparency label to realistic, synthetic or manipulated content so viewers have important context." For electoral content, "the label will appear on the video itself and in the video description," and in certain cases, "we may also add a label even if the creator doesn't disclose, particularly if the use of synthetic or manipulated content has the potential to mislead viewers." "This is a critical area that we have been investing in for some time," YouTube said.
