The agency is seeking to locate computer programmers who used the aliases Jiho Han, Chunji Jin and Haoran Xu, and their supervisor, Zhonghua, who obtained “illicit” telework jobs using the real identities of more than 60 U.S. citizens.
The workers are connected to North Korea’s Munitions Industry Department, “which oversees ballistic missile development, weapons production, and research and development programs,” according to the State Department.
Between October 2020 and October 2023, the three sought-after computer programmers were assisted by a U.S. citizen, Christina Chapman, in obtaining the remote work positions as software and application developers for companies in various sectors and industries, the agency said.
The programmers also unsuccessfully sought employment with two government agencies.
Chapman helped the North Koreans obtain U.S. identities and maintained the laptops provided to the workers by the U.S. companies to make it appear they were in the country.
She also helped them remotely connect to the companies’ internet networks and “launder the proceeds of the scheme by receiving, processing, and distributing paychecks from U.S. companies to these workers,” the State Department said.
The scheme generated at least $6.8 million for the North Korean government, according to the State Department.
