European Digital Identity will be accepted throughout the European Union

New rules for creating a European Digital Identity come into force in the European Union (EU) today, providing single access to online public services and electronic documents and greater security while requiring less personal data.

"The rules to create a European Digital Identity entered into force on Monday. These rules will pave the way for all EU citizens and residents to benefit from a personal European Digital Identity Wallet by 2026", the community executive said in a statement.

At issue is a European Digital Identity Wallet, a new mobile application that will be issued in each Member State to enable EU citizens and residents to identify themselves securely 'online' to access public and private services throughout Europe.

"The EU Digital Identity Wallet will revolutionise digital identification. All wallet users will be able to use 'online' services, share digital documents, such as a mobile driving licence or an e-prescription, open bank accounts or make payments with full control of their personal data", the European Commission points out.

To date, Brussels has already invested 46 million euros from the Digital Europe Programme in four large-scale pilot projects to test the European Digital Identity Wallet in everyday use.

Following the entry into force of the new rules, the European Commission will prepare implementing acts to ensure that all applications have the same high level of security and data protection.

Today's entry into force comes after a proposal presented by the Community executive three years ago.

It is then expected that the Member States will make available to citizens and companies digital wallets that will be able to link their national digital identities with personal data (for example, driving licence, diplomas, bank account).

These wallets may be provided by public authorities or by private entities, provided that they are recognised by the country concerned.

By being recognised in other EU countries, these mobile digital keys will allow all European citizens to access 'online' services without having to use private identification methods or share more personal data than necessary.

In Portugal, for example, the State already provides a Digital Mobile Key, a means of authentication and certified digital signature that allows the user to access various public or private portals and sign digital documents with just one 'login'.

To this end, the Portuguese Digital Mobile Key associates a mobile phone number with the civil identification number (Portuguese citizens) and the passport or residence permit/card number (foreign citizens).
